Senate President Thomas V. Mike Miller says the state won't cut teachers to help deal with a $1.5 billion budget deficit next year.

But he says the same can't be said for school administrators, bureaucrats or public relations people who work in public education.

Miller spoke at a forum in Annapolis Tuesday night, along with House Speaker Michael Busch.

Miller also named tax credits for historical buildings and stem cell research as areas the state may not be able to afford next year.
