Frontier Oil Corp. is laying off 28 people at its Cheyenne refinery as it wrestles with weak demand for transportation fuels.

The Houston-based corporation announced Thursday that it's cutting 14 salaried employees and 14 hourly employees from the refinery's staff of 334.

Vice President of Government Relations and Environmental Affairs Gerald Faudel says the refinery's costs have been exceeding its revenues for the past year.

He says the Cheyenne plant refines an average of about 40,000 barrels of crude oil per day into gasoline and diesel fuels. He says there are no plans to curtail production.

Frontier says the affected employees will receive severance benefits including outplacement assistance.
